TAR Implementation


The TAR Implementation page provides resources for those first transitioning to a new TAR, as well as for those continuing to implement the updated program curricula.

Implementation of the new TARs begins when instructors review the TARs and materials and transition students to the new TARs. It continues as instructors teach the skills on the TAR and record student progress.

Information on this Web page is available in industry/program specific Certification Guides designed to help all Job Corps Staff understand the new training requirements. Certification Guides are downloadable from the Web page within the appropriate Industry section (on the menu above) and program link (on the left of the Industry page screen). Certification Guides outline tools identified to facilitate student success and include suggested curriculum and requirements for: Instructor Training and Certification, Student Certification, and Program Accreditation.

As Job Corps continues to move forward in implementing new career technical training programs, centers are encouraged to share practices regarding student instruction and TAR transition. If you would like to share any particular method, please submit your approach to Kirkpatrick.Carrie@dol.gov.

 

Transitioning to a New TAR

The first resource in this section is “The Nuts and Bolts of TAR Implementation,” a PowerPoint presentation to aid staff in understanding both the mechanics of transitioning to a new TAR (recording student progress on a new TAR, changing code entries, etc.) and the overall roles that support successful implementation. FAQs

Questions identified by instructors and other staff about TAR Implementation often provide helpful clarification of processes to others.  Here are a few Q&As that also address TAR implementation: 

1.      How does a center ensure all students are enrolled on the new TARs by July 1, 2008?

 ·        Centers have access to all New TAR Codes and Titles in CIS

·        Instructors have transferred completed line items for currently enrolled students to a new TAR

·        Center records clerk is able to enter enrollment dates as of 7/1/07.  The National Office recognizes students who enrolled prior to July 2007 will not be able to back date enrollment.

 2.      Do instructors have to sign each line item in the new TARs?

 Yes. In many cases, instructors should be able to use the recommended curriculum and the corresponding duty areas at the same time. Many curricula are organized into modules or chapters, which closely reflect the corresponding TARs.

 3.      Is each training program required to use the TAR developed by the National Office?

 Yes, unless a Job Corps center has submitted a center-specific TAR that aligns with a leading certification or credential. For example, if an employer or other organization offers a third-party certification, then a Job Corps center can submit an alternate TAR for review and approval by the National Office.

 4.      Are all of the certifications identified in the revised TARs attainable by entry-level employees with no previous experience?

 No. Although the great majority of the TARs align with certifications without experience requirements, some TARs are aligned with certifications or credentials with experience requirements (six months to a year). The goal is to prepare students to take a certification exam before or immediately after graduating from Job Corps or when they accumulate the experience required to formally apply to take an exam.
